What this is and is not
SHRINCS is a research proposal, not a live change. No upgrade timeline exists, no activation date, no BIP number attached. It sits on the table alongside other post-quantum candidates, and any adoption would run through the network's slow, voluntary upgrade path, the same route that carried earlier soft forks.
