Binance Seeks ArbitrumDAO Approval to Return $62M in Frozen ETH and ARB

By CoinBatmi Newsroom · · 2 min read

Binance requests ArbitrumDAO approval to return 8,425 ETH and 74.5M ARB frozen since October 29 exploit, 49-day governance process begins.

ArbitrumDAO faces a critical governance decision as Binance formally requests the return of $62 million in frozen cryptocurrency assets. The proposal asks the layer-2 network's decentralized governance body to approve releasing 8,425.997 ETH and 74,559,805.2 ARB tokens that have remained immobilized since a major hot wallet exploit on October 29, 2026.

The frozen assets were moved to address 0x0000000000000000000000000000000000000DA0 by the Arbitrum Security Council during an emergency action. Council members identified the address holding stolen funds from Binance's compromised wallet and implemented an atomic transaction to freeze the assets.

The technical approach upgraded the inbox contract on Ethereum to add a temporary function that impersonated the transaction sender, allowing the transfer to the holding address.

Binance submitted its constitutional amendment proposal to the Arbitrum governance forum, seeking approval to return the full frozen balance to Binance's recovery address. The company has committed to covering all user losses through its SAFU Fund and corporate treasury reserves.

Returned assets will be applied to replenish reserves already used for customer compensation, ensuring no additional burden on the DAO's budget.

The governance process follows Arbitrum's Constitutional AIP lifecycle. Forum discussion must complete first, followed by a Snapshot temperature check vote. After that, a two-week on-chain vote will determine whether tokenholders approve the fund release.

If the vote passes, an 18-day execution period follows before the final transaction payload moves the assets back to Binance. The entire process is expected to take approximately 49 days from proposal submission to fund recovery.

Arbitrum DAO faces pressure to balance network security with ecosystem recovery. The frozen assets represent a significant portion of funds stolen in the Binance exploit, which impacted multiple blockchain networks.

While Binance has pledged to cover all user losses, returning the frozen assets could provide relief to the DAO's own treasury if it has contributed to compensation efforts. Tokenholders must weigh the benefits of aiding a major exchange against maintaining strict governance protocols for hacked funds.

The proposal includes legal protections for all involved parties. Binance has agreed to indemnify the Arbitrum Foundation, Offchain Labs, and Security Council members against any claims arising from the asset freeze or return. This coverage extends without cap, addressing concerns about potential third-party claims to the immobilized assets.

The proposal also acknowledges ongoing legal proceedings that could affect the transfer timeline, with provisions for court orders that might restrict or permit the asset movement.
